The functions within this job family will vary by level, but may include the following:

  • Plan projects and oversee project teams.
  • Develop project schedules, work plans, and resource requirements.
  • Manage, identify, and resolve issues.

The work assigned to positions in this series ranges from oversight of small project teams to oversight of projects with statewide impact.

Business Project Manager

This is a first-level project manager position accountable for managing state projects. Responsible for project planning; overseeing activities of the project team; identifying appropriate resources needed; and developing project plans, timelines, and accountabilities. Must be familiar with project scope and objectives as well as role of each team member. Accountable for developing project deliverables and measuring project outcomes. Frequent interaction with business owners, managers, and other stakeholders.

Knowledge, skills & abilities

Knowledge of project management techniques and tools. Skill in critical thinking, problem solving, and organization. Ability to establish project goals and objectives. Ability to communicate with team members and external stakeholders.

Typical qualifications

Bachelor’s degree and 2-5 years of relevant experience. (Substitutions may be allowed.)

Senior Business Project Manager

Project manager accountable for managing projects which are complex in nature, potentially the most complex at an agency level and/or complex at a statewide enterprise level. Responsible for project planning; overseeing activities of the project team; identifying appropriate resources needed; and developing project plans, timelines, and accountabilities. Must be familiar with project scope and objectives as well as role of each team member. Accountable for developing project deliverables and measuring project outcomes. Frequent interaction with business owners, managers, and other stakeholders.

Knowledge, skills & abilities

In addition to those identified in the previous level: Skill in project planning and implementation. Skill in leading team members. Ability to plan and monitor complex projects. 

Typical qualifications

Bachelor’s degree and 4-7 years of relevant experience. (Substitutions may be allowed.)

Principal Business Project Manager

Project manager accountable for managing projects which are highly complex in nature and that have a statewide enterprise impact. Due to the nature of these projects, this level of work is likely to be found in the State’s central office or the largest and most complex agencies. The projects managed at this level are the largest in terms of size, scope, complexity, and impact on the State. Projects are typically multi-year and multi-faceted. Responsible for project planning; overseeing activities of the project team; identifying appropriate resources needed; and developing project plans, timelines, and accountabilities. Must be familiar with project scope and objectives as well as role of each team member and/or sub project managers. Accountable for developing project deliverables and measuring project outcomes. Frequent interaction with business owners, managers, and other stakeholders.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Skill in managing highly complex project activities from inception to implementation. Ability to manage staff resources.
