Human Rights Investigation

Jobs in this family perform initial screening and processing of potential claims, and/or investigate complaints, of discriminatory practices in employment, housing, or public accommodations.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Interview complainants to determine if there is a basis for filing their complaint.
  • Prepare drafts of official charges for complainants’ review and signature.
  • Investigate and evaluate merits of complaints.
  • Write summaries of investigation findings.

The work assigned to positions in this series ranges from initial intake screening of claims to conducting investigations into discriminatory complaints and negotiation of settlements and training, supervising, and reviewing the work of human rights officers.

Human Rights Officer

This is a professional position responsible for performing intake functions and/or investigations into complaints regarding discrimination in employment, housing, and/or public accommodations. At this level, employees assist persons with initial filing of complaints or prepare investigative plans; interview parties and witnesses; prepare interrogatories, investigative reports, and preliminary determinations; and conduct onsite visits.  Responsibilities may include amending charges of discrimination, and researching case law, statutes, prior cases, documents, evidence, and other information related to an investigation.

Knowledge, skills & abilities

Knowledge of state and federal civil rights laws, statutes, regulations, investigations, interviewing, and negotiation of related areas pertaining to the field of human rights. Ability to interpret, explain, and apply civil rights statutes and regulations.  Ability to conduct interviews and investigations, and evaluate information and make preliminary determinations. Ability to obtain voluntary settlements of complaints.

Typical qualifications

Bachelor’s degree or 2-3 years of relevant experience. (Substitutions may be allowed.)

Senior Human Rights Officer

This is a senior professional position responsible for training, supervising, and reviewing the work of human rights officers, or investigating and preparing investigation summaries and recommending findings on highly sensitive and complex cases. At this level, employees manage, coordinate, and review the investigation of civil rights complaints and the negotiation of settlements, or investigate complex cases in a geographic area of the state. In addition, employees may participate in the development and presentation of human rights training, workshops, and seminars. 

Knowledge, skills & abilities

In addition to those identified in the previous level:  Knowledge of negotiation practices. Skill in interpreting and applying civil rights statutes and regulations.  Skill in investigation processes and negotiation techniques.  Skill in communication and interpersonal interactions. Ability to provide supervision, guidance, and leadership to staff.
