Jobs in this family are involved in engineering work that requires the knowledge and application of professional engineering theory, principles, and methods and/or oversee technical to professional level engineering and other specialties involved in achieving engineering goals and objectives. Duties include analysis, planning, design, construction administration, and regulatory compliance in the fields of energy management, civil engineering, public utility, environmental/natural resources, mechanical engineering, and electrical engineering and planning for future needs.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Calculate and apply complex mathematics equations to engineering assignments.
  • Employ engineering principles to define problems, conduct research, analyze data and potential solutions, and recommend corrective actions.
  • Meet situational challenges in a positive and professional manner.
  • Participate in or manage projects from conception to completion.
  • Write or review engineering documents and/or permits.

Positions allocated to this series may perform the duties described, or may specialize in a discipline of engineering. The work assigned to positions in this series ranges from well-defined tasks appropriate for a new engineering graduate to managing an engineering section and/or complex projects.

Assistant Engineer

This is an entry-level engineering position accountable for verifications of accuracy and completion of submissions based on prescribed templates. Verifies fieldwork, inspections, and measurements. Work performed is well defined and has precedents, such as tables and templates. Conducts code compliance reviews of minimal complexity. Maintains and updates databases within existing formats. Responsible for calculations, estimates, and data analysis based on prescribed formulas. Writes permits and engineering documents within existing standards and precedents. May participate in fieldwork with Engineering Technicians. Work is performed under the direction of a higher-level professional engineer and/or supervisor.

Knowledge, skills & abilities

Knowledge of the assigned engineering discipline’s application of sciences and mathematics. Skill in analysis, critical thinking, and problem solving.

Typical qualifications

A Bachelor’s degree in an Engineering discipline and 0-2 years of relevant experience. Successful completion of the Fundamentals of Engineering (FE) examination is preferred. (Substitutions may be allowed.)

Associate Engineer

This is an engineering position responsible for standard engineering assignments of limited to moderate complexity in accordance with specifications/designs. An employee performs independent inspections, makes recommendations, and writes permits and engineering documents within existing standards and precedents. An Associate Engineer develops designs, evaluates data, performs in-depth data analyses, and prepares technical reports for review.

Knowledge, skills & abilities

In addition to those identified in the previous level: Ability to understand and interpret technical engineering information, analyze issues, and provide alternative solutions. Ability to provide testimony and expert advice.

Typical qualifications

A Bachelor’s degree in a relevant Engineering discipline and 2-4 years of progressive relevant experience. Successful completion of the Fundamentals of Engineering (FE) examination is preferred. (Substitutions may be allowed.)

Professional Engineer

Professional Engineers perform work of both standard and varied assignments of a complex nature representing a significant portion of large projects or entire projects of moderate complexity. At this level, incumbents serve as a technical resource and/or member of a project team, which requires independence in the interpretation and broad application of engineering knowledge, relevant policies, regulations, and engineering standards. Manages project budgets and resources. Conducts inspections and establishes corrective courses of action. Develops moderately complex designs involving the analysis and consideration of multiple design options. Serves as an expert witness and a source of testimony. May serve as specialty representative for relevant engineering discipline to internal and external entities. May provide technical guidance to lower level professional individual contributors.

In addition to those identified in the previous levels: Knowledge of project management. Ability to interpret and apply broad application of engineering knowledge, relevant policies, and engineering standards.

Registration as a Professional Engineer in the State of Missouri.

Senior Professional Engineer

A Senior Professional Engineer is responsible for highly complex designs and design reviews in a designated engineering discipline. At this level, a position has decision-making authority within approved/delegated parameters and performs project planning, budgeting, and management, which includes assessing impact of project and ensuring regulation compliance. Participates in the setting of parameters for engineering specifications, prepares new rules and regulations, and revises existing rules and regulations. Reviews proposed changes to statutes and their impact, serves as expert witness and a source of testimony, and provides expert advice to entities such as the legislature, committees, courts, commissions, and external engineering firms. A position will also mentor lower-level professional individual contributors.

Ability to provide mentorship to other engineers. Ability to assess the environmental, economic, and societal impact of projects.

Engineer Supervisor

An Engineer Supervisor provides administrative and technical leadership. First level of supervision over professional individual contributor engineers and may supervise engineering technicians. The focus of this position is on supervision, resource management, and accountability for the results of the team’s work outcomes. Ensures integration with other teams, plans/directs work, as well as reviews and reports on work progress. Ensures work is conducted in accordance with overall management objectives and acts as a technical resource in relevant field of engineering discipline. Serves as an expert, and may provide advice or testimony. Acts as project manager when designated for that role.

In addition to those identified in the previous levels: Ability to supervise, train, and assign work to staff. Ability to manage staff resources and delegate assignments.

Engineer Manager

An Engineer Manager plans, organizes, budgets, and allocates resources for moderate to complex projects. The primary focus of this position is on the management of other managerial and/or supervisory staff, which includes management activities such as recruitment, training, development, and performance management. Accountable for the overall results of the assigned organizational units. Responsible for developing plans for the assigned organizational units, identifying objectives, and delegating authorities as needed to the relevant teams. Identifies, allocates, reorganizes, and provides necessary resources to achieve organizational objectives. Serves as an expert, and may provide advice or testimony.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of principles of resource and budget management. Ability to allocate resources, delegate assignments, and manage workflow to meet organizational objectives.

Typical qualifications

Registration as a Professional Engineer in the State of Missouri, experience in managing others in a supervisory/managerial role, and 7 or more years of engineering experience. (Substitutions may be allowed.)
