Typical functions

The functions within this job family will vary by level, but may include the following:

  • Perform grant related research.
  • Monitor grant activities.
  • Review, write, evaluate, manage, and award grants.
  • Establish grants and coordinate resources.
  • Perform financial tracking and data entry.
  • Ensure compliance with grant guidelines.

The work assigned to positions in this series ranges from data entry and financial tracking to establishing and    overseeing a grants program compatible with agency objectives and strategies.

Grants Associate

This is a vocational-level position that is accountable for following detailed procedures with minimal supervision. Incumbents prepare and process documents used for grant tracking and evaluation. Grants Associates assist higher-level staff with grants and related research. Employees at this level review documents for completeness and accuracy and enter data into financial tracking spreadsheets or software.

Knowledge, skills & abilities

Knowledge of general office practices and procedures. Ability to maintain accurate records, perform mathematical calculations, and conduct research.

Grants Officer

This is a professional position accountable for researching potential grant funding sources and completing and reviewing grant applications. Employees are also responsible for monitoring compliance activities and reporting.  Grants Officers track grant expenditures through financial accounting systems and prepare financial and statistical reports. Additionally, these positions are accountable for bringing instances of non-compliance to the attention of their supervisor or manager.   

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of accounting principles and practices, and grant procedures. Ability to research and interpret grant guidelines, prioritize and organize grants to meet multiple deadlines, and to prepare reports pertaining to grants.

Bachelor’s degree and 1-3 years of relevant experience. (Substitutions may be allowed.)

Grants Specialist

This is a senior-level professional position accountable for managing and overseeing the grant process. Incumbents direct and manage the various facets of grants (e.g. research, compliance, etc.) involved with developing, applying for, and/or awarding grants. Grants Specialists give consultative advice on grant methods, including identifying and prioritizing needs, assessing the impact of grant decisions, and developing strategies to mitigate risk. Grants Specialists are accountable for recommending State policies and guidelines, training agency staff, and reviewing State grant programs for compliance with statutes, administrative rules, and policies.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Skill in identifying relevant historical and current data that substantiates a grant request. Ability to assimilate facts and restate the facts in a clear and concise written format. Ability to assess the impact of grant decisions and develop strategies to reduce risk.

Bachelor’s degree and 3-5 years of relevant experience. (Substitutions may be allowed.)

Grants Supervisor

This is a supervisory position accountable for supervising employees and overseeing and monitoring grant activities for compliance with applicable statutes, policies, and procedures. Grants Supervisors draft grant applications and assist in determining grant compatibility with agency objectives and strategic plans. Employees have input into setting and staying within an assigned budget. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Additionally, these incumbents must have the knowledge and skills to perform and review the work overseen.  

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of program compliance review techniques. Knowledge of the principles and techniques of effective supervision and training. Ability to provide direction to professional staff engaged in grant activities. Ability to monitor budgets and financial reporting.

Grants Manager

This is a managerial position accountable for overseeing the grants function for an agency. Incumbents are accountable for establishing grant programs compatible with agency objectives and strategies. Grants Managers are responsible for setting a budget and for ensuring the department operates within this budget.  At this level, employees are responsible for coordinating multiple resources, scheduling and prioritizing work, and supervising employees. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline. Additionally, employees must have the knowledge and skills to perform and review the work overseen.  

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of principles of grant administration, financial accounting, budget analysis, and management procedures.  Skill in the development, management, and monitoring of grant programs. Ability to assess an issue and then formulate a solution and/or a plan. Ability to oversee and prioritize multiple projects and manage workflow to meet deadlines.
