Jobs in this family manage space utilization of properties and lease, sell, buy, plan, develop, and manage real estate for the State.

Typical functions

The functions within this job family will vary by level, but may include the following:

  • Conduct real estate or property transactions to provide leased space for state government agencies.
  • Provide technical assistance to tenant agencies, vendors, lessors, and public officials.
  • Contribute to or provide recommendations into property management strategies and the State’s management of real estate.
  • Engage or assist in negotiations, and the selection and oversight of external contractors.
  • Recommend and plan efficient use of office space of leased and owned facilities.

The work assigned to positions in this series ranges from direct responsibility for conducting real estate or property   transactions to the oversight and supervision of these functions.

Real Estate/Office Space Management Specialist

This is a professional position accountable for negotiating and drafting real estate or property transactions for approval which include deeds, easements, contracts, and leases. At this level, employees assist with planning real estate strategies to manage the real estate portfolio and property space utilization. Employees are responsible for maintaining property records and managing conveyances.

Knowledge, skills & abilities

Knowledge of the requirements, regulations, and procedures governing state/federal government real estate transactions, leases, and contracts for services/commodities. Knowledge of procurement, budgeting, and project management. Skill in communicating and negotiating. Ability to operate a motor vehicle and maintain a valid vehicle operator’s license.

Real Estate/Office Space Management Coordinator

This is a professional position accountable for managing a region’s real estate portfolio and developing short and long-range space utilization goals. At this level, employees are responsible for creating cost savings by identifying opportunities to improve space utilization, and reduce leased real estate. Employees are also responsible for lease administration to include ensuring contract compliance, advertising for additional space, and evaluating proposals.

Knowledge, skills & abilities

In addition to those identified in the previous level: Knowledge of principles of space acquisition, utilization, and management. Knowledge of building codes, design, construction, and facility management practices. Skill in exercising a high degree of persuasion, tact, and diplomacy in situations where political, community, and business interest may be in conflict with the needs of the state.

Real Estate/Office Space Management Manager

This is a managerial position accountable for overseeing a program or programs to manage the state’s/government’s real estate portfolio, including supervision of lower-level positions. At this level, employees provide guidance and recommendations into property management and space utilization strategies; engage in complex negotiations; and identify, select, and oversee external contractors. Employee supervision includes hire recommendations, training, planning and assigning work, performance assessment, coaching, and progressive discipline.

Knowledge, skills & abilities

In addition to those identified in the previous levels: Knowledge of managerial techniques and administrative practices. Ability to analyze and evaluate policies and operations and formulate recommendations, manage change, provide program management, and achieve results.
